Pagination count is off

Description

The pagination for the tables on the mapping settings tables are off. There is only one "page" of settings but the counter says there more than that.

    here are the fixes so far.

    - The page count is now accurate to the number of existing pages, though, when you shift to another page the system shows (2, 3, ...) instead of maintaining (1, 2, ...) weird.

    - The two main paged tables on the mapping settings page are now independent of each other. I want add AJAX functionality to them for a prettier interface.
